Miami International asked for more than $60 million to finish its new baggage handling system and people-mover, key components of an expansion program already years past deadline and nearly $1 billion over budget. Train cars are finished but the mile-long terminal must be completed before the track can be installed, so the airport is paying Sumitomo more than $54,000 per month to store and "exercise" the 20 cars in Japan.
