Model DHC-7 series airplanes (Docket No. 99-NM-165-AD; Amdt. 39-11470; AD 99-26-11) - requires a one-time visual inspection to detect corrosion on the upper half of the lower longerons on the inboard nacelles; and corrective actions, if necessary. This AD also requires modification of the upper and lower longeron halves. This amendment is prompted by issuance of mandatory continuing airworthiness information by a foreign civil airworthiness authority.

NATIONAL AIR TRANSPORTATION ASSOCIATION this month began a series of focus group studies to help members fight for airport access and expansion. The focus groups, conduced by the communications firm of Weber McGinn, will identify key issues, concerns and attitudes toward airports. Weber McGinn will follow the focus groups with telephone surveys within the same communities.

TIMOTHY P. FORTE, 49, director of aviation safety for Embry-Riddle Aeronautical University, was killed Jan. 12 in a traffic accident on Interstate 95 near Ormond Beach, Fla. Forte spent more than 20 years in aviation safety work for FAA and the National Transportation Safety Board. He headed FAA's Great Lakes Region from 1988 to May 1990, when he became director of the Office of Aviation Safety at NTSB. Forte joined ERAU in 1995 as head of the university's Center for Aerospace Safety Education at the Prescott, Ariz.
ROLLS-ROYCE TURBOMECA will repair engines, modules and line replaceable units on RTM332 helicopter engines for all three military services in the U.K. under a $49.4 million, five-year contract announced this month. The Anglo-French joint venture also will support engine sales in Europe and markets elsewhere in the world. Work will be done at the Rolls-Royce facility at Antsy, near Coventry, and at Turbomeca's Tarnos plant in France.

MARK COLEMAN will join Mercury Air Group Feb. 1 as president of its subsidiary, RPA Airline Automation Services. Coleman was most recently senior vice president of marketing and sales for Midway Airlines and has spent 31 years in the airline and travel industries. RPA provides a variety of patented software applications to the aviation industry, including its "Revenue Protection Management System" and its "Purchasing, Maintenance and Inventory" software. Mercury acquired RPA in early 1998.*
REP. SHUSTER, who chairs the House/Senate conference committee that is contemplating long-term FAA reauthorization legislation, also hopes to immediately return to that conference once Congress reconvenes this week. The committee said Shuster is trying to set up another conference meeting Thursday, the day of President Clinton's State of the Union address, but that meeting will depend upon the schedules of other conference participants.

Model EMB-145 series airplanes (Docket No. 99-NM-305-AD) - proposes to supersede an existing AD that currently requires revisions to the Airplane Flight Manual (AFM) to provide the flight crew with updated procedures for prohibiting use of the autopilot below 1,500 feet above ground level, emergency procedures for pitch trim runaway, and abnormal procedures for autopilot trim failure and stabilizer out of trim. That AD also requires installation of certain warning placards.

The Federal Aviation Administration needs to redraft its cost analysis and work with operators to find "feasible alternatives" to its proposed restrictions on air tour operators, the Small Business Administration's Office of Advocacy told the Office of Management and Budget. FAA issued its proposed restrictions for air tours over Grand Canyon National Park in July (BA, July 12/14) and sent the draft rule to OMB for review under the Regulatory Flexibility Act last month.
Federal Aviation Administration drew praise last week after it released a substantially rewritten airworthiness directive calling for inspections and possible replacement of exhaust system components on 6,500 Cessna 300/400 series aircraft (BA, Jan. 17/23). FAA, which initially proposed the exhaust AD in July after working on the issue for years (BA, July 5/1), received some 350 comments on the proposal voicing concerns about costs, parts availability and the feasibility of the compliance times (BA, Aug. 23/84).
