National Air Transportation Association is holding a series of briefings to discuss the Federal Aviation Administration's proposed changes to Part 145 repair station regulations. NATA said the workshops stem from a special meeting of its Aircraft Maintenance and Systems Technology Committee last month. NATA warned that the proposal, issued in June (BA, June 21/285), could have "serious ramifications for aviation repair stations." STANDARD AERO is slated to begin providing T-56 repair and overhauls for the Department of Defense under a $10.2 billion, multi-year Propulsion Business Area contract with Oklahoma Air Logistics Center (Tinker Air Force Base) and Lockheed Martin Kelly Aviation Center. Under the 15-year subcontract, Standard Aero is beginning production support to Tinker AFB and will assume complete responsibility for T56 operations in December.

Following numerous complaints by pilots who said they were temporarily blinded by laser flashes, the Federal Aviation Administration and Food and Drug Administration completed a memorandum of understanding this month in which they agreed to coordinate their programs applicable to "laser light shows and displays, as well as scientific or research operations, which may project laser light radiation into navigable airspace during any part of their operation."

CONKLIN&DE DECKER published its 1999 editions of the Aircraft Comparator handbooks. Conklin&de Decker added 12 new aircraft and updated information in the latest editions. The handbooks provide performance charts, specifications and interior and exterior drawings of more than 145 turbine aircraft and helicopters. The company is offering volumes for small jets, medium jets, long-range jets, ultra long-range and large cabin jets, turboprops and helicopters. Prices for the volumes range from $315 to $645.

Though recent studies and evidence show no serious problems and perhaps some efficiency and cost benefits using computer-based devices to train pilots on instruments, the U.S. General Accounting Office cautions there needs to be further consideration of the long-term safety issues.

Model 369D and E helicopters (Docket No. 99-SW-40-AD; Amdt. 39-11228; AD 99-13-09) - publishes an AD sent previously to all known U.S. owners and operators of MDHI Model 369D and E helicopters by individual letters. This AD requires, before further flight, inspecting and replacing, if necessary, a certain four-bladed tail rotor fork assembly.

FLIGHT SERVICES GROUP, recently selected as the management company for Sport Hawk Chicago, Inc.'s Boeing 727-200 available under Sport Hawk's FAR Part 125 certificate (BA, July 12/20), said the aircraft is "designed for short-duration private hire by selected sports and entertainment groups, corporate IPO road shows or incentive travel groups." As exclusive manager, FSG will be responsible for all supervisory operations including staffing, customer service, scheduling and maintenance.

Detailed examination of the wreckage of John F. Kennedy Jr.'s Piper Saratoga, retrieved from the Atlantic Ocean, "has revealed no evidence of an in-flight break-up or fire, and no indication of pre-impact failure to the airframe," the National Transportation Safety Board said Friday.

EXCELAIRE SERVICE, INC., an air charter operator headquartered at Long Island, New York's MacArthur Airport, added a sixth Gulfstream business jet to its charter fleet. The new aircraft, a G-IV, joins two G-IIIs, two G-IIBs and a G-II. ExcelAire also operates several smaller business jets and two Aerospatiale helicopters. In addition to Ronkonkoma, N.Y., the company has aircraft based in Stewart, N.Y., Allaire, N.J. and Houston, Texas.

The U.S. Marine Corps signed a $4.2 million contract with Kaman Aerospace Corp., Bloomfield, Conn., to design, build and install a remote piloting package in a Kaman K-MAX helicopter. The contract calls for Kaman to develop a prototype remote piloting package for K-MAX and evaluate its flying qualities as an unmanned aerial vehicle (UAV). The K-MAX UAV is scheduled to be demonstrated next summer at the Marine Corp. Air-Ground Combat Center, Twenty-Nine Palms, Calif.

Model CAP 10B airplanes (Docket No. 99-CE-26-AD) - proposes to restrict the entry speed for performing aerobatic maneuvers to 97 knots. Inserting a copy of the proposed AD into the Limitations Section of the CAP 10B flight manual is also proposed, along with fabricating and installing a placard (in the cockpit of the airplane within the pilot's clear view) that indicates this limitation. The proposed AD is the result of mandatory continuing airworthiness information issued by the airworthiness authority for France.

PILOT FATIGUE and flight and duty time continue to be issues in Congress. National Transportation Safety Board Chairman Jim Hall is scheduled to testify Tuesday before the House aviation subcommittee on the need to reexamine pilot fatigue issues and look at flight and duty time requirements. NTSB in May recommended FAA establish within two years "scientifically based hours-of-service regulations that set limits on hours of service, provide predictable work and rest schedules, and consider circadian rhythms and human sleep and rest requirements" (BA, May 24/237).

SCHWEIZER AIRCRAFT sold Model 300C helicopters to the City of Lakewood, Calif. for its Sky Knight Program and to the London, Ontario, Canada Police Service (LPS). Schweizer distributor Precision Helicopters, Newberg, Ore., placed the helicopter with Lakewood, which operates two other 300C helicopters. The LPS selected its Model 300C for an 18-month research project on whether police helicopter patrols can reduce the incidence of certain types of crime. The study will include a cost/benefit analysis.

The Federal Aviation Administration Friday announced a partnership program between the agency, NavRadio Corp. of Golden, Colo. and ARNAV Systems, Inc. of Puyallup, Wash., to enable general aviation pilots to obtain weather and other safety data in flight, and AlliedSignal said it has agreed to purchase the Colorado firm.
