THE VAST MAJORITY of NetJets customers - 78 percent - have never owned a business jet before signing with NetJets, Russell told reporters last week in Columbus, Ohio, adding that "we haven't even scratched the surface" of the potential fractional ownership market. He said more than 120,000 companies with annual revenues of $30 million or more qualify as potential customers, emphasizing that NetJets does not have to go after those relatively few companies who already own aircraft to maintain NetJets' dramatic growth.

ADVANCED AVIATION SERVICES INTERNATIONAL, INC. received an agreement from Avcon Ltd. of Zurich, Switzerland to provide computer operated aircraft maintenance planning services for its BAe 125-800. AASII, which also provides its service for Avcon's HS 125-700, manages nearly 40 aircraft worldwide.

RAYTHEON Model 2000 airplanes (Docket No. 99-CE-17-AD; Amdt. 39-11160; AD 99-10-06) - requires immediately incorporating temporary revisions to the Limitations Section of the Airplane Flight Manual that include not allowing flap operation during takeoff, accomplishing the preflight visual checks (referred to as visual inspections in the AFM temporary revisions) of the aft cove panel of the wing for delamination prior to each flight, and incorporating a repair scheme if delamination is found.

MIDCOAST AVIATION late last month completed the "first of several" green Challenger 604s with the first flight occurring about two weeks ahead of schedule, Midcoast said. The aircraft met both sound level and weight objectives. Midcoast previously completed several Challenger 600s for Bombardier in the early 1980s.

SENATE APPROPRIATIONS COMMITTEE recommended FAA contract out its oceanic traffic services "in a fee for service arrangement." The committee said such a move would be consistent with "the Administration's request to move to a [performance-based organization] for air traffic services." The committee noted that oceanic services are distinct from the agency's other air traffic services and said this area "is an ideal candidate for incrementally moving toward a PBO, privatization, or more competitive air traffic services model for FAA."

ELLIOTT AVIATION completed a partial interior refurbishment of a corporate Beech 1900D in its recently opened interior refurbishment center. The facility uses 56,000 square feet of hangar space with 4,200 square feet of dedicated space for interior installation and removal. The facility initially will focus on light to medium business jets and turboprops.

PRATT&WHITNEY R-1340 series reciprocating engines (Docket No. 97-ANE-58-AD; Amdt. 39-11173; AD 99-11-02) - requires initial and repetitive visual and fluorescent penetrant inspections of cylinders for head cracking. This amendment is prompted by reports of cylinder head cracking. The actions specified by this AD are intended to prevent cylinder head cracking, which can result in engine power loss, forced landing, and damage to the aircraft.

Raytheon Company successfully completed "the third and last incremental System Acceptance Test (SAT) of the full service level software of the Standard Terminal Automation Replacement System (STARS)" at the manufacturer's facility in Marlborough, Mass., Raytheon said. The completion of the latest test phase is a "major milestone" and "a significant achievement" for the program that is designed to provide aircraft data for air traffic controllers, the company said.

HARTZELL PROPELLER won FAA certification for its three-bladed aluminum propeller system for Found Aircraft's FBA-2C1 Bush Hawk utility aircraft. The Bush Hawk, a high-wing, all metal five-seat aircraft, has received Transport Canada certification on floats and conventional gear, and U.S. certification is pending.

DASSAULT FALCON JET named Ronald Zielinski to succeed Neil MacDonald, who is retiring June 30 as vice president of marketing for the Western U.S. after 39 years of service with Dassault and Pan American World Airways. Pan Am distributed Dassault's original Falcon 20 model beginning in 1963. Zielinski, who has begun to transition into the new position, currently is vice president of international marketing. Dassault tapped Jeffrey Habib, currently international sales manager for North Asia, to assume Zielinski's international marketing duties.

The Joint Aviation Authorities' latest proposal to alter its flight crew licensing requirements for European students that train in the U.S. is a "positive step," but needs to go further to remove trade barriers, the National Air Transportation Association told JAA. JAA originally adopted rules, scheduled to take effect July 1, that would impede conversion of an FAA-issued license to a JAA license because the regulations require flight training to be conducted in JAA-registered aircraft and would not compel all member countries to recognize the conversion, NATA said.

GAMA last week expressed frustration to the Joint Aviation Authorities that the European agency takes much longer to validate FAA-certified products than FAA takes to certify foreign products. GAMA's Bolen noted that U.S. manufacturers undergo almost a second certification for their products since JAA spends about 50 percent as much time validating FAA certification as it takes to win original U.S. certification. FAA's validation process, by comparison, is about 15 percent to 20 percent of the JAA certification period, Bolen said.
