Global Regulatory Update, Aug. 16-22, 2020

The UK Civil Aviation Authority has issued safety notice 020/013 on the measures and precautions to be considered to safely return aircraft to normal operation following the COVID-19 shut-down.

EASA has issued airworthiness directive 2020-0163R1 for Airbus A350-1041s and -941s, requiring inspection of slat transmission shafts, effective Aug. 14, 2020.

EASA has issued proposed airworthiness directive 20-118 for Rolls-Royce Deutschland RB211 Trent 970-84s, 972-84s and 972E-84s, requiring removal of high pressure and intermediate pressure bearing support assemblies, effective 14 days after airworthiness directive is issued.

EASA has issued airworthiness directive 2020-0177 for ATR 42s and 72s, amending aircraft flight manual sections on limitations and emergency procedures, effective Aug. 25, 2020.

EASA has issued proposed airworthiness directive 20-120 for Rolls-Royce Deutschland Trent XWB-75s, -79s, -79Bs and -84s, requiring inspection of intermediate pressure compressor rotor 1 blades, effective 14 days after airworthiness directive is issued.

EASA has issued airworthiness directive 2020-0179 for Yabora Industria Aeronautica ERJ 170s and 190s, requiring inspection and repair of forward pressure bulkhead, effective Aug. 26, 2020.

EASA has issued proposed airworthiness directive 20-105R1 for Rolls-Royce Deutschland Trent 1000s, requiring inspection of low pressure turbine discs, effective 14 days after airworthiness directive is issued.

FAA has issued airworthiness directive for all Boeing 737-300s, -400s, -500s, -600s, -700s, -700Cs, -800s, -900s and -900Es, requiring inspections of the engine bleed air 5th stage check valve on each engine, and replacement of the valve if any inspection is not passed, effective Aug. 26, 2020 except for those for whom it was immediately effective by an earlier airworthiness directive.

On Aug. 1, Russia resumed regular international air service with a number of countries with Russian and foreign airlines performing 128 flights and transporting more than 38,500 passengers. Flights were operated from Moscow, St. Petersburg and Rostov-on-Don to London and Istanbul. On Aug. 10, flights of Russian and Turkish air carriers were resumed to Turkish resort cities of Dalaman, Bodrum and Antalya. In order to prevent the spread of COVID-19, all foreign nationals arriving in the Russian Federation must comply with the requirements of the Russian Consumer Commission for quarantine.

Rosaviation has accepted the application of IL, Moscow, to confirm the validity of the certificate of aviation technician.

Rosaviation has accepted the application of Radar Mms Scientific and Manufacturing Company in St. Petersburg, to receive a certificate for developing aviation engineering.

The General Directorate of Civil Aviation of the Ministry of Transport and Public Works of the Republic of Lebanon has prepared Circular 45/2 for passengers arriving in Lebanon from July 31, 2020.

Transport Canada has issued airworthiness directive CF-2020-27 for De Havilland Aircraft of Canada DHC-8-202s, adjusting time limits and maintenance checks for aircraft usage and configuration, effective Aug. 7, 2020.

Transport Canada has issued airworthiness directive CF-2018-32R1 for MHI RJ Aviation CRJ200s, 700s, 705s, 550s, 900s and 1000s, amending the airplane flight manual by incorporating additional warning and a new Chapter on abnormal procedures, effective Aug. 21, 2020.
