Airlines are pushing their maintenance departments, overhaul vendors and equipment suppliers to drive down the cost of flying and fixing commercial transports. The push to lower ``ownership costs'' is most pronounced in airlines' management of their newest aircraft. Carrier executives want guarantees that engines and critical systems components will fly without interruption for nearly their entire design lives.

Boeing officials have made some design changes to the Delta III launcher aimed at ensuring successful deployment of the vehicle's second-stage extendible nozzle under marginal operating conditions. The modifications resulted from a test series conducted at the U.S. Air Force's Arnold Engineering Development Center (AEDC) following the failed launch attempt of the first Delta III booster last year.
Rich Cliffe has become vice president-human resources of the Gulfstream Aerospace Corp., Savannah, Ga., and Eric Hinson senior vice president of Gulfstream Fi- nancial Services. Cliffe was senior director of human resources-operations for Nabisco. Hinson was director of marketing for the International Lease Finance Corp.
Anthony J. Navarra, executive vice president for strategic development, will serve as acting chief operating officer of Globalstar, San Jose, Calif., upon the retirement of Douglas G. Dwyre, as president on Mar. 31. Dwyre has been named to the board of directors of Globalstar Telecommunications Ltd. Navarra has overseen Globalstar's business partnerships and marketing programs.
Great Britain, France and Italy have accepted a compromise that gives additional breathing room for the three-nation Horizon frigate program. The agreement gives the green light for signature of production contracts for the frigates' air defense system, but asks the consortium supplying the ships and weapon system to submit new worksharing and supply proposals. The U.K., which is to take half of the 24 frigates, wants British firms to lead both the ship and weapon system teams. A French firm currently heads up the weapon system group.
A loose connection on a battery shunt caused the Electronic Flight Information System displays on a Martinair 767-300ER transport to temporarily black out, lose data or fill with erroneous warning messages in a May 1996 incident. The flight, from Amsterdam to Orlando, Fla., initially experienced numerous minor electrical anomalies while crossing the Atlantic, according to a summary of a National Transportation Safety Board report by the Flight Safety Foundation.

A Bird Resistant Windshield Frame for the Northrop F-5 has completed U.S. Air Force qualification testing. The new windshield frame was manufactured to withstand the impact of a 4-lb. bird at 400 kt. without structural damage or encroachment of bird debris into the cockpit. The frame's arch was designed to withstand large defections during impact without failure. Advanced composite materials and a complex assembly of stainless steel strips and aluminum hard points were used to give the frame the required structural integrity.
The ConversionAir R134a cooling system conversion kit is designed for use on business and general aviation aircraft. It allows conversion of environmental control systems that use Freon or equivalent R12 refrigerants to the more environmentally friendly R134a. Kits are available for Beech Bonanza, Baron, Duke, King Air and 1900 series aircraft, Cessna 300s and 400s and Piper Cheyennes. A major force in pushing Boeing to develop the stretched 757-300 transport, Dietmar Kirchner, former managing director of German holiday airline Condor Flugdienst, has ideas for several other Boeing derivatives. Now senior vice president of corporate purchasing and properties for Lufthansa German Airlines, Kirchner suggested during a recent trip to Seattle that Boeing develop a longer-range version of the 767-300ER using the increased gross weight and certain improvements incorporated in its latest 767-400 stretched version.
The Laser Distance Sensor tracks speed and accuracy for distance measurement, reference thickness, differential thickness and vibration measurement applications, as well as material deformation, alignment control and amplitude measurement in numerous industries. Other applications include on- and off-line quality control, positioning, oscillation measurement and surface control. The sensor has a measurement range of 0.4-1.8 in., a stand-off distance of 3.2-3.5 in. and an offset distance of 2.6-3.4 in. Accuracy is better than 0.5% at 10 kHz.

European space leaders, meeting last week at the French Senate, urged European Union and national governments to establish a long-term strategy that will allow Europe to compete effectively with the U.S. in space markets.
The FCC has approved a draft plan that indicates how nine applicants will share space in the 2-GHz.-frequency spectrum, intended for mobile phone communications, with other users. Iridium, Globalstar, Boeing and ICO Global Communications are among the companies that have filed to use the spectrum, which is different from that used by existing Iridium and Globalstar networks. A final licensing plan is expected to be prepared later this year.

Garmin International's new GNS-430, which offers multiple navigation and communication functions in a single compact package, reflects the company's fast-broadening line of avionics products for general aviation. When Garmin was formed in late 1989, its efforts were focused solely on GPS navsat receivers.
FlightSafetyBoeing Training International is mulling a plan to offer airlines a one-fee package covering all pilot and maintenance technician training, according to its president, Wake Smith. Established two years ago, the 50/50 venture between Boeing and FlightSafety International provides training for commercial jets of 100 seats or more as well as the Boeing Business Jet. The company is building a worldwide network of training hubs and plans aggressive expansion into the maintenance training market (AW&ST Mar. 22, p. 38).
American Airlines and the Allied Pilots Assn. (APA) have agreed to resume negotiations in April aimed at resolving a dispute over American's acquisition of Reno Air. A decision to continue the discussions, which are being guided by a federal mediator, came last week after progress was made during a series of meetings. In a related event, on May 1 American plans to begin scheduled West Coast service between San Jose, Orange County and San Diego, Calif., but will use American Airlines aircraft and pilots to fly the north-south routes, and not those of Reno Air.
