LOOK FOR INCREASED COMPETITION over schedule reliability by airlines. The FAA has authorized Horizon Air to land its fleet of 23 Head-up Guidance System-equipped de Havilland Dash 8 transports in visibility as low as 700 ft. at Category 3-approved airports. Normal landing minimum for turboprop and jet transports is 1,800 ft. In addition, the HGS-equipped transports are approved for takeoff at Seattle-Tacoma International Airport with as low as 300-ft. visibility, compared with a norm of 600 ft.

THE SENATE INTELLIGENCE COMMITTEE HAS ZEROED Teledyne Ryan's Tier 2+ long endurance unmanned aerial vehicle (UAV), repeating last year's effort by the Senate Appropriations Committee to force a consolidation of UAV programs. The Pentagon's plan is to build a few of Lockheed/Boeing's smaller, stealthy DarkStar Tier 3- UAVs and greater numbers of the larger, longer-endurance Tier 2+. Last year the Appropriations Committee sought to force a merger of the two.

The Rubb Rapid Erect Building can be made ready for use in 30 man-hours, even in severe weather, and requires no heavy equipment or scaffolding. This one, used to make an emergency repair on a BAe 146 nose gear on the Isle of Skye, Scotland, was 60 ft. long, 40 ft. wide and 20 ft. high. Specially designed ballast bars eliminate the need to penetrate the surface with ground anchors. The galvanized steel frame pivots at the eaves while it is being raised. Struts lock into position when the building is upright.

The Flip Style Vinyl Binder can be used with revised NOS format approach charts that were introduced last year. The spineless binder consists of a front and back cover of heavy vinyl and four rings. The new design allows charts to be flipped all the way around the rings for ease of use in the cockpit. The binder measures 9.75 X 5.75 in. The rings are 1.25 in. in diameter. These FFC quick-disconnect couplings have a redesigned flow path with a full 0.52-in. bore. Their polysulfone construction resists heat, cold, pressure and chemicals. The couplings can withstand temperatures of -40-280F, repeated autoclaving, boiling water, strong oxidants such as bleach and other chemicals. In the wake of increasing competition, Air Inter, Air France group's domestic-regional affiliate, is adjusting its fleet plan to concentrate on narrow-body aircraft. The carrier is paying the price for an unduly optimistic traffic growth forecast, established in the 1980s, that has not materialized. A longtime monopoly airline serving 50 domestic city pairs, Air Inter has ignored the European Union's deregulation policy.

LOOK FOR CONTINUED strong growth at Portland (Ore.) International Airport, which in April registered its 36th consecutive monthly traffic increase, handling 814,560 passengers, almost 17% above the same month last year. Portland's cargo growth has set 46 successive monthly records. Cargo volume reached 16,428 tons in April, 18% above the same month in 1994.

The PR200 is a clamp-on current probe that can measure both alternating and direct current, including a.c. imposed on d.c., with an accuracy of 1% of the indicated value. It offers dual-range capabilities of 20-200 amps at bandwidths of d.c. to 10 KHz. The PR200 takes measurements by using a Hall-effect technique in which readings are made simply by surrounding the current-carrying conductors with the probes' jaws. Business and regional airline flight test has advanced significantly over the past decade with the application of sophisticated test and telemetry equipment and real-time data analysis techniques. The improvements have fostered increased safety and efficiency, according to top flight test managers at Bombardier and Cessna. Costs, however, have soared as aircraft become increasingly complex and certification requirements multiply.

The U.S. has lost an aircraft on a U.N. monitoring mission to a high-altitude, Bosnian Serb antiaircraft missile. The pilot was rescued after a long, intense search, but he easily could have become a hostage or a fatality.

KOREAN AIR HAS AGREED WITH AIR CHINA to open a $210-million cargo terminal at Beijing's Capital Airport. It will be Korean Air's first major investment in China. Korean Air is to hold 49% of the stock in the terminal, which is to be able to handle six Boeing 747 freighters simultaneously and have a total cargo capacity of 700,000 metric tons annually. An operational date has not been set.

Organizers of next year's FIDAE air show in Chile have booked about 80% of their 450 exhibition spaces, many of which will be occupied for the first time by commercial aviation operators and suppliers. The Chilean air force officers who run the biennial Feria Internacional del Aire y Espacio have worked in the last few years to shift the focus of FIDAE from primarily a military aviation exhibition to one that draws greater interest from transport aircraft makers, operators and vendors.

New organizational arrangements, advanced computer capabilities and a more aggressive management style are emerging as key means of dealing with mounting pressure on U.S. military flight test programs due to reduced funding levels. Military and contractor flight test officials are having to re-examine traditional methods of running long and expensive test programs as they are confronted with fiscal realities of the 1990s.

Aerospatiale, Alenia and British Aerospace will form a France-based joint company to coordinate and streamline their regional aircraft businesses. Late last week in Rome, the three European manufacturers completed negotiations to form a Toulouse-headquartered joint company to progressively unify and combine their current commuter/regional aircraft lines. The formal name of the joint venture, provisionally called NewCo for new company, is scheduled to be announced this week at the Paris air show.

Boeing has halted flight tests of the GE90-powered 777 aircraft pending modifications of the engine's fan platform to correct an imbalance condition. The two 777s undergoing certification flight tests have been grounded until a modified fan platform can be installed. Neither General Electric Aircraft Engines nor Boeing has set a firm date for completing the retrofit, but officials of both companies claim the delay will not affect customer schedules.
