United said charges by Frontier of predatory activity were "utterly groundless," adding that it sets prices throughout its system "according to its costs, competitive factors, and in strict accordance with legal requirements." Frontier published data Jan. 16 showing United's capacity growth in Frontier markets, comparing summer 1996 with summer 1995. Over that period, Frontier said, United boosted its capacity 28% in Denver-Salt Lake City, 30% to Phoenix, 32% to Las Vegas, 35% to Omaha and 24% to Los Angeles.
TWA's board approved the appointments of Christine Deister to be VP and controller and Michael Lichty to be VP-corporate finance. Deister, the former assistant treasurer, replaces Jody Ruth, who resigned. Lichty was associate general counsel and assistant secretary. He is filling a vacancy created when Michael Palumbo was promoted to senior VP and chief financial officer.
Flight attendants are giving Alitalia two weeks' notice of a one-day strike, set for Jan. 29. Sulta, representing 1,000 of 3,500 flight attendants, is protesting Alitalia's decision to split the union into two groups with the start of a new low-cost subsidiary. Mirroring that situation, only the Sulta portion of flight attendants will strike.

TWA, reversing a Nov. 21 decision, said it will implement a domestic cargo fuel surcharge, effective Feb. 1. All freight and priority air express shipments will carry a two-and-a-half-cents-per-pound fuel surcharge. TWA will not apply the charge to its Next Flight Out small package service. "Fuel prices have stabilized somewhat, but at a level significantly higher than forecast by the airlines," said Bob Uttmark, TWA staff VP-cargo sales. "A domestic fuel surcharge was needed last year and is still needed," he said. HDLINE
American's pilots union, the Allied Pilots Association, is likely to change the way it negotiates contracts with the company. The APA, which is in a 30-day cooling-off period with American, uses a negotiating committee of pilots who are advised by outside specialists. APA President Jim Sovich says that as soon as a tentative agreement is reached, he will recommend to the board that the union "examine our negotiating procedures with an open mind, looking for ways to improve our methods.
The aviation division of Stork NV, with partners Fokker Services and Perry Group, is considering a plan to retrofit F28 aircraft to meet new environment standards. "Everything is confirmed, but they are still plans," a Stork spokesman told The DAILY in a telephone interview. "The customers have not said yes, but the introduction has been made." Cost of the upgrade is estimated at $9 million per aircraft. There are 200 F28s in service around the world.
Members of the White House Commission on Aviation Safety and Security focused at last week's meeting on issues relating to aircraft safety, discussing with witnesses topics ranging from the corrosion of wiring in older aircraft to FAA's regulatory philosophy. The commission, chaired by Vice President Gore, is scheduled to issue a final report in February covering safety, security and air traffic control.

U.S. Court of Appeals for the District of Columbia Circuit ordered DOT on Friday to reconsider the City of Los Angeles' proposed valuation methodology for airline rates and charges at Los Angeles Airport. Writing for a three-judge panel, Judge Douglas Ginsburg said DOT based its analysis of the methodology on "the erroneous assumption" that Section 113 of the 1994 FAA authorization act prohibits the city from including in the fee a rental charge reflecting the fair market value of the land underlying the airfield. Business Travel Contractors Corp. says it has the support of 20 corporations that want airlines to reduce ticket prices 10% because they "misled" the public into thinking they were passing along savings when the 10% federal excise tax expired Dec. 31. Lehman Brothers analysts estimate that airlines will make an extra $782 million if the tax stays dead through June. BTCC is calling on businesses to tell the airlines they will not accept unjustified price increases.
Four of Taiwan's nine domestic airlines are expected to list their shares on the island's over-the-counter market this year. Far Eastern Air Transport Corp., TransAsia Airways, Formosa Airlines and Great China Airlines are reported to be preparing initial public offerings. They were Taiwan's largest domestic carriers in 1996, and in November - the most recent month for which final figures are available - Far Eastern held 32.1% of the market, TransAsia 22.7%, Formosa 11.3% and Great China 9.43%.
Work toward satisfying the Pilot Records Improvement Act, passed last year, is under way. Representatives of scheduled and on-demand airlines, meeting last week with congressional legal advisers, circulated a draft form aimed at developing a uniform summary of employment history. The draft contains an "immunity and release from liability provision" for carriers that furnish information.

Singapore Airlines has won the 1997 Airline of the Year award by British magazine Executive Travel. SIA took nine separate awards, including best airline to the Far East, top long-haul carrier and best airport lounges. United was the top transatlantic carrier and American the best U.S. domestic carrier. Swissair was cited for the best first-class cabin and best short-haul business class. British Airways received the most awards, 11, including best airline to Africa, best to the Caribbean, Central and South America and best frequent flyer program.
