A DECISION to file criminal charges against Sabretech and three employees as a result of their alleged involvement in the 1996 ValuJet DC-9 accident is raising concerns throughout the industry. The fear is that the decision, by the U.S. Attorney's Office in Miami and the Miami-Dade County State Attorney, will make it much more difficult to get people to cooperate willingly in accident investigations. This, observers say, could make it harder to determine the cause of accidents in the future, jeopardizing safety.

JAA officials plan to comb through their AMCs - similar to FAA Advisory Circulars - and ferret out all regulatory provisions, since the European Union has insisted that AMCs may only advise. Any regulatory provisions found in AMCs during the review could spur new notices of proposed amendments.
