Global Regulatory Update, Aug. 23-29, 2020

The Civil Aviation Administration of China issued on Aug. 11 three circuit breaker orders, temporarily grounding Etihad Airways’ Flight EY862, China Eastern Airlines’ Flight MU212 and Srilankan Airlines’ Flight UL866, based on positive Covid-19 tests of passengers.

The Civil Aviation Authority of Singapore requires pilots and cabin crew of Singapore carriers who return from overseas from Aug. 20, 2020, to undergo COVID-19 testing on top of stringent health and safety protocols earlier put in place by the Ministry of Health and CAAS.

India’s Director General Civil Aviation has issued a report on a serious incident involving a Jet Airways Boeing 737-800 operating from Mumbai-Chennai on Oct. 14, 2011, finding the incident was caused by the pilot in command instructing the trainee first officer to occupy the right hand seat in the cockpit, permitting the trainee to be there until landing and a lack of monitoring of training.

EASA has issued airworthiness directive 2020-0183 for Airbus 380-841s, -842s and -861, requiring inspection ram air turbine gearbox, effective Aug. 31, 2020.

EASA has issued proposed airworthiness directive 20-121 for Airbus A380-841s, -842s and -861s, amending time limits and maintenance checks under safe life airworthiness limitations items part 1, effective 14 days after airworthiness directive is issued.

EASA has issued proposed airworthiness directive 20-122 for Pilatus PC-24s, amending time limits and maintenance checks under airworthiness limitations section, effective 14 days after airworthiness directive is issued.

EASA has issued airworthiness directive 2020-0184 for Fokker F27 Mark 050s, 0502s and 0604s, implementing time limits and maintenance checks under airworthiness limitations items part 2 and safe life items, effective Sept. 1, 2020.

EASA has issued airworthiness directive 2020-0169R1 for Airbus A350-1041s and -941s, requiring modification of bleed gimbals at wing to pylon interfaces, effective Aug. 26, 2020.

EASA has issued airworthiness directive 2019-0101R1 for Rolls-Royce Deutschland RB211 Trent 970-84s, 972-84s and 972E-84s, requiring inspection and replacement of breather drains mast assembly, effective Aug. 27, 2020.

FAA has issued airworthiness directive 2020-16-17 for Rolls-Royce Deutschland Trent XWB-75s, -79s, -79Bs and -84s, requiring replacement of low pressure turbine seal panel, effective Sept. 21, 2020.

Kazan, Kaliningrad and Novosibirsk are included in the list of cities from which international air service has been resumed from Russia to previously opened foreign destinations. Flights of Russian and foreign airlines can be carried out from Aug. 20.

Transport Canada has issued airworthiness directive CF-2020-28 for Bombardier DHC-8-401s and -402s, requiring incorporation of the redesigned nose wheel steering system to eliminate the potential for an unintended steering command, effective Aug. 28, 2020.

Transport Canada has issued civil aviation safety alert 2020-07 for De Havilland Aircraft of Canada DHC-8 300s and -400s, advising operators of the possibility that some B/E Aerospace crew oxygen masks may be difficult to remove from their cup assembly when required during an emergency.

Transport Canada has issued airworthiness directive CF-2018-32R1 for MHI RJ Aviation CRJ 100s, 440s, 700s, 701, 702s, 550s, 705s, 900s and 1000s, requiring amending the airplane flight manual limitations and abnormal procedures for velocity decay during low level one engine inoperative conditions, effective Aug. 21, 2020.
